Summary

The Regional Talent Manager is responsible for recruiting special, special forces and works closely with appropriate managers to assist with training and career development during the co-workers’ employment lifecycle. The Regional Talent Manager will also lead the annual talent review process (including performance appraisal, calibration, and development planning processes).

Roles and Responsibilities

The Regional Talent Manager will possess competency in the following areas in order to perform his/her role in a safe, productive, and effective manner.   • Supports and assists Operations to identify staffing needs

  • Resolves gaps in personnel by recruiting and /or developing internally

  • Identifies staffing needs during new project Transition process

  • Recommends reassignment of personnel prior to conclusion of projects

  • Coordinates co-workers’ career paths with appropriate managers and defines training needs

  • Reviews performance appraisals with appropriate managers to identify strengths and weaknesses and recommends career development action steps

  • Recommends which recruiting events and outreach programs to participate in and evaluates the success

  • Builds school/instructor relationships by speaking in classrooms, participating on Advisory Boards, attending career fairs, conducting information sessions and on-campus interviews

  • Establishes and maintains internship program with participating schools

  • Complies with all federal, state, and local compliance regulations related to recruiting

  • Builds relationships with military bases through career events and local outreach programs

  • Conducts pre-screening interviews, provides feedback and coordinates follow-up interviews with appropriate manager

  • Drafts offer of employment letters, when appropriate, based on interview discussions

  • Works with staffing agencies, social media companies, advertising agencies, etc., when employment services are needed

  • Overseas travel/relocation arrangements, and Visa paperwork if needed

  • Follows up with new hires and their managers to ensure a positive employment experience

  • Networks with construction related associations and attending events

  • Facilitates training after appropriate plan of action is determined from performance appraisal

  • Makes recommendations of professional development courses to appropriate manager

  • Utilizes the LMS and promotes co-worker usage

  • Oversees management of Applicant Tracker

  • Mines resume repository in the Applicant Tracker when hiring needs arise

  • Appropriately documents applicant/candidate status throughout the recruiting process.

  • Coordinates all event registrations, schedules event recruiters, and deploys career fair supplies/displays

  • Creates PowerPoint presentations for recruiting

  • Ensures all record keeping is up to date

Requirements

  • Bachelor’s Degree in HR-related field and four (4) years prior HR experience, preferably in construction

  • Professional Certification in Human Resource Management (PHR or SPHR) preferred
